research grant funded by Ohio State Urban Services Program to conduct
qualitative and quantitative research on selected Ohio municipalities
to assess fiscal health. Research on the Financial Performance of U.S. Municipalities. Qualitative and Quantitative Data used to analyze effect of strategic planning on financial performance measures of a sample of 363 local governments in the United States. Research Interests:
Professional Experience: President, Beckett & Associates, March 1996 - Present Provide
consulting services to local government, state and non-profit organizations
on organizational and financial management assessment such as strategic
planning, performance contracting, managing change such as welfare-to-work,
cash management, performance budgeting, debt management, performance measurement,
setting performance standards, implementing results based management and
integrating program and financial performance measures. Department of Conservation and Recreation, Richmond, Virginia Responsible for managing capital and operating budget development, execution and control. Participate in the development of economic incentives for funding purchase of land for environmental use. Responsible for cash management, debt management and portfolio management Conduct studies and analyze financial data and present financial reports. Plan, develop, implement and evaluate financial policy. Responsible
for agency-wide management accounting and reporting. Department of Air Pollution Control, Richmond, Virginia Formulated and implemented administrative and financial policy. Conducted studies of air quality issues and presented reports to Board. Responsible
for managing budget development, execution and control. Consultant: State of Ohio Municipal Treasurers/Finance Officers Association. Provided consultation to Municipal Finance Officers and Treasurers. Topic areas included public budgeting.
